In 2016, the Tibbitt to Contwoyto Winter Road Joint Venture split the Tibbitt to Contwoyto Winter Road contract into two segments to allow for additional regional Indigenous participation. Nuna Deton’Cho Winter Road Services Joint Venture holds the contract for the north end of the road, which comprises 135 kilometres over frozen lakes and portages.

The Tibbitt to Contwoyto Winter Road (TCWR), formerly known as Echo Bay Mines Ltd.’s Lupin Winter Road, is a permitted 604-kilometre heavy haul ice road corridor that serves as a re-supply route for operating diamond mines and exploration in the Northwest Territories and Nunavut. The TCWR has evolved from an 800-load-per-annum road system to a renowned and engineered ice superhighway with transport trucks delivering up to 10,000 loads during February and March. Approximately 85% of this road is constructed on frozen lakes, with overland portions linking the 64 lakes along the route.

From 1998 to 2016, Nuna Winter Road Services constructed and maintained the TCWR. The road starts 70 kilometres north of Yellowknife, Northwest Territories, and traverses between 400 and 600 kilometres (depending on mining activities) over frozen lakes and land portages. The route used to terminate at Echo Bay’s Lupin Gold Mine and now has extended to reach Tahera’s Jericho Diamond Mine. With both of these mines in care and maintenance status, the TCWR now terminates near Ekati Diamond Mine.

Camps, shops, laydown areas, and fuel storage have been strategically positioned along the route, enabling Nuna to respond quickly to various demands placed on operating a heavy haul ice road in Canada’s harsh, remote north. In 2008, the TCWR JV (and Nuna) received the Professional Award of Merit for Engineering from the Association of Professional Engineers, Geologists, and Geophysicists of the Northwest Territories and Nunavut (NAPEGG).
